About this opportunity

The Maryland Transportation Authority (MDTA) Division of Procurement is soliciting proposals under PORFP J01B7600021 for Turing Video license plate recognition cameras and associated security equipment, with questions due November 6, 2026 at 2:00 PM EDT. Only Master Contractors awarded under the Hardware and Associated Equipment and Services (HW) 2012 Master Contract No. 060B2490022 may submit proposals, and the procurement is designated a Small Business Reserve (SBR) set-aside limited to certified small businesses meeting Maryland State Finance and Procurement Article requirements (14-501 through 14-505). A current Master Contractor under that contract may submit a Letter of Authorization with its proposal to be considered for award.

The solicitation covers Functional Area VI (Security/Cameras/Associated Peripherals), with technical specifications in an attached Excel price sheet. All participating vendors must be authorized resellers for Turing Video, provide a Letter of Authorization from the manufacturer or distributor if requested, and include MSRP screenshots with their proposals. Contractors must furnish estimated ship dates and lead times for each item and a Mercury Affidavit. Restocking fees for returns due to damage or incorrect shipments are prohibited. The place of performance and delivery address is 15 Turnpike Drive, Perryville, MD 21903. The MBE goal is 0%.

This is a Fixed Price procurement. Evaluation prioritizes conformance to product specifications, followed by price and product availability, and award goes to the responsive and responsible Master Contractor providing the most advantageous offer. Pricing must remain valid for at least 90 days following the proposal due date. Proposals are due November 13, 2026 at 2:00 PM EDT.
