About this opportunity

The City of Bend is requesting bids for furnishing, installing, and commissioning a sixth 400-horsepower dual-core APG-Neuros turbo blower at the Bend Water Reclamation Facility, with bids due November 18, 2026. Bend City Council approved a brand-name exemption under Oregon Revised Statutes 279C.345 on October 7, 2026, expressly requiring the contractor to procure and supply an APG-Neuros brand unit — a sole-source specification that narrows the competitive field to a single manufacturer or authorized distributor.

The scope encompasses furnishing, installation, and commissioning of the turbo blower in Blower Building 32B, a structure reserved for future expansion since facility commissioning. The facility currently operates five existing APG-Neuros blowers and periodically requires all five to operate simultaneously to meet process air demands. Influent loadings are expected to continue increasing over the next two years, reducing operational redundancy and creating aeration capacity constraints; the sixth blower restores buffer capacity and system resilience.

The Engineer's estimate is $914,000 to $1,059,000. Detailed scope of work and technical specifications are provided in Exhibit A, available in the portal. The exemption findings supporting the brand-name specification are also available for prospective bidder review.

Opportunity text

The project consists of furnishing, installing, and commissioning a sixth 400-horsepower dual-core APG-Neuros turbo blower in Blower Building 32B at the Bend Water Reclamation Facility. The building was originally constructed with space reserved for a sixth turbo blower as part of a planned future expansion. Since the facility was commissioned, influent loadings have increased to the point that all five existing APG-Neuros turbo blowers are periodically required to operate simultaneously to meet process air demands. With loadings expected to continue increasing over the next two years, the facility faces reduced operational redundancy and potential aeration capacity constraints. Bend City Council approved an exemption to expressly specify and require the Contractor to procure and supply an APG-Neuros brand turbo blower for this Project on October 7, 2026, pursuant to Oregon Revised Statutes 279C.345. A copy of the brand name exemption findings are available for prospective Bidder's convenience in the Portal. The Engineer's estimate is $914,000 to $1,059,000. Detailed information regarding the services to be provided can be found in Exhibit A - Scope of Work.
