About this opportunity

The nuclear power generating facility at 76 North Power Plant Loop, Richland, Washington is soliciting bids under IFB-715387 for inspection and refurbishment of four main steam by-pass valves (MS-V 160A, 160B, 160C, and 160D) and associated hydraulic power units and actuator assemblies, with proposals due September 8, 2026.

Work is performed inside the Protected Area of the Columbia facility and requires contractors to hold qualifications, training, and experience to operate within a nuclear power plant environment while maintaining compliance with all regulatory and site-specific safety and environmental procedures. This operational context is a core capability filter; bidders must demonstrate prior nuclear facility experience and clearance eligibility.

The scope encompasses as-found inspection of hydraulic power units and valve actuator assemblies, hydraulic system maintenance including fluid drainage and disposal per station environmental and safety requirements, valve disassembly per OEM instructions and approved site procedures, detailed internal inspection of sealing surfaces, wear points, corrosion, and alignment, complete refurbishment with replacement of all soft goods (seals, gaskets, O-rings, and elastomeric components), and reassembly to OEM specifications with proper alignment and torque verification. The contractor must provide all qualified labor, supervision, equipment, tools, materials, and transportation. The hydraulic actuator must be removed, disassembled per OEM instructions, inspected for wear and damage, refurbished with soft-goods replacement, and reassembled to tolerance and alignment requirements specified in the maintenance manual.

The solicitation does not disclose an estimated contract value, contract term, or evaluation weighting. Questions are not noted as due before the proposal deadline of September 8, 2026.

The Work location is 76 North Power Plant Loop, Richland, WA 99354, a nuclear power generating facility. The Work shall be performed inside the Protected Area of Columbia. Contractor shall provide qualified, trained, and experienced labor, supervision, equipment, tools, materials, and transportation to perform the inspection and refurbishment of MS-V 160A, 160B, 160C, and 160D. Work includes, but is not limited to, the following: Perform an as-found inspection of hydraulic power unit and valve actuator assembly. Conduct hydraulic system maintenance, including draining, capturing, and disposing of hydraulic fluid from all associated hydraulic lines in accordance with station environmental and safety requirements. Disassemble the valve as required to perform maintenance work. All disassembly shall be completed following the approved maintenance manual, Original Equipment Manufacturer (OEM) instructions, and applicable site procedures. Perform a detailed inspection of all valve internals, including examination of sealing surfaces, wear points, corrosion, alignment, and any abnormalities requiring corrective action. Reassemble the valve in accordance with OEM specifications and site procedures, ensuring proper alignment and torque values. Remove the hydraulic actuator from the valve in preparation for refurbishment, following proper mechanical isolation and lifting/rigging requirements. Disassemble the hydraulic actuator per OEM instructions and approved site procedures, ensuring all components are inspected for wear, scoring, or damage. Refurbish the actuator assembly, including replacement of all soft goods and restoration of components as required to return the actuator to proper operating condition. Reassemble the hydraulic actuator, ensuring all components meet tolerance and alignment requirements set forth in the maintenance manual. Reinstall the actuator onto the valve assembly, ensuring correct coupling, alignment, and secure mounting in accordance with OEM guidelines.
