About this opportunity
The State of Maine's Division of Purchases and Bureau of General Services is soliciting bids for Tucker Tracks, with quotes due October 19, 2011 by 2:00 p.m. local time.
Quotes must be submitted electronically. The State reserves the right to award on a per-item basis or as a group and may increase or decrease quantities by up to 10 percent unless otherwise stated. Award will be made to the lowest responsible bidder offering the best value, with evaluation criteria including quality, conformity to specifications, delivery dates, and ultimate cost.
All transportation and freight charges must be prepaid by the contractor unless otherwise specified. Quoted prices should exclude federal, state, and local sales and use taxes; the State is exempt and will provide tax exemption certificates. All delivery costs, including boxing, carting, and storage, must be included in quoted prices unless otherwise specified. Unit prices govern in cases of discrepancies with total prices. Cash discounts of 20 days or more are considered in determining the low bidder.
In case of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. The contractor must comply with all applicable federal, state, and local laws, including Clean Air Act and Clean Water Act requirements for contracts exceeding $100,000, energy efficiency standards, and hazardous chemical disclosure requirements. The contractor warrants the absence of collusion in the bidding process and agrees to indemnify the State of Maine and its agencies from all claims and losses arising from contract performance. The Division of Purchases reserves the right to reject any or all quotes, waive formalities and technicalities, and procure materials from alternate sources if a contractor defaults, charging any excess costs to the defaulting contractor.
