About this opportunity
The Housing Authority of the City of Phenix City, Alabama is requesting bids for tub, sink, and countertop resurfacing services under IFB B21004-2, with sealed bids due July 29, 2026 at 2:00 p.m. ET and a mandatory pre-bid conference and property walkthrough on July 22, 2026 at 3:00 p.m. ET.
The scope covers resurfacing, refinishing, and repair of bathtubs, shower pans, sinks, and countertops in vacant or occupied housing units, including peeling repairs, chemical washing, surround repairs, and laminate refinishing ranging from minor burns to major damage. The IFB includes 31 pricing items structured as all-inclusive unit costs and hourly labor rates; 27 items are firm-fixed-fee tasks, and 4 items allow price escalation tied to Alabama Prevailing Wage Rate changes at the Executive Director's discretion. HUD Maintenance Wage Rate Determination requirements apply to non-construction maintenance work; Davis-Bacon prevailing wage rates may apply to construction-related work the Agency determines necessary.
Award will be made to a single contractor or to multiple contractors forming a pool, with work assigned on a task order basis ranked by lowest calculated bid cost. The Agency anticipates awarding an initial one-year contract with four optional one-year renewal periods for a maximum five-year term. Quantities in the IFB are established for evaluation purposes only, with no guaranteed minimum or maximum work volume.
Successful bidders must carry workers' compensation insurance, general liability insurance of at least $1,000,000, and automobile insurance of $1,000,000 combined single limit, and hold appropriate licensing. All proposed fees must be submitted online through the eProcurement Marketplace. The Agency has not utilized a contractor for these services in several years. A two-step bidding process requires initial submissions of certifications and representations, followed by submission of licensing, firm capacity, client references, and equal employment opportunity information from the apparent low bidder(s) within five days of notification. Written questions are due July 20, 2026 at 2:00 p.m. ET.
Opportunity text
The Agency periodically has need of a Contractor to resurface tubs, sinks and countertops to prepare a vacant unit for occupancy (though the Agency may also choose to direct the Contractor to address an occupied unit.) The Agency anticipates that it will utilize the contract(s) that ensue from this IFB to contract out units to the successful bidder(s).
