About this opportunity

The City of Philadelphia Procurement Department is soliciting bids on truck and trailer tie-down equipment as a requirements contract micro purchase, with bids due October 29, 2026. This is a whole-award procurement to the lowest responsive and responsible bidder; all items must be quoted to qualify for award consideration.

An LBE (Local Business Entity) certification option is available for vendors to declare at bid time. Submission of a voluntary LGBTQ Applicant Data Form is encouraged; the form collects information on LGBTB certification status through the National LGBT Chamber of Commerce or the Independence Business Alliance, and inquires whether subcontractors hold LGBTBE or other diversity certifications (MBE, WBE, DSBE, DBE, or certifications from the Eastern Minority Supplier Development Council, Pennsylvania Unified Certification Program, or Disability:IN).

All quotes must be submitted through the PHLContracts eProcurement platform. A signed Consent and Authorization Agreement is mandatory; vendors lacking this document will be deemed non-responsive and excluded from award consideration. The Agreement may be submitted at vendor profile registration or attached to the first quote, though registration submission is strongly encouraged. Corporate signers must be a President or Vice President paired with a Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer (or provide a certified corporate resolution); LLCs, partnerships, and sole proprietorships require signatures from partners, owners, or authorized representatives.

Vendors must not deliver equipment or provide services until receiving formal notification from the department. The requirements contract structure establishes pricing and terms upfront while actual delivery quantities and timing are determined by the City's operational needs throughout the contract period. Questions regarding the PHLContracts platform or submission requirements should be directed to PHLContracts Customer Service at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
