About this opportunity

The County of Orange, OC Waste & Recycling, is soliciting competitive bids for Truck Scale Maintenance & Repair Services through an Invitation for Bid (IFB) process. The procurement encompasses comprehensive maintenance, repair, and emergency services for ten Emery Winslow truck scales and four Fairbanks scales located at three landfills (Frank R. Bowerman, Prima Deshecha, and Olinda Alpha) and four Household Hazardous Waste Collection Centers in Anaheim, Huntington Beach, Irvine, and San Juan Capistrano. Required services include quarterly preventative maintenance, testing, inspection, and calibration for Emery Winslow scales; annual maintenance for Fairbanks scales; scheduled maintenance during standard business hours (Monday-Friday, 7:00 AM to 6:00 PM); and emergency repair services with response within four hours and on-site arrival within twelve hours. Bidders must be Registered Service Agencies (RSAs) licensed by the California Department of Food and Agriculture's Division of Measurement Standards and must possess specific experience with Emery Winslow load cells, Genesis Motor truck scales, and GSA Scale Systems Model 465 weight indicators. Compensation is structured as a usage contract with hourly labor rates for journeyman technicians, assistant technicians, and laborers, differentiated by time of service (standard weekday hours, overtime on extended weekdays and Saturdays, and overtime on Sundays and holidays), plus markups for parts, materials, and travel time. Electronic bid submissions must be submitted through the County's eProcurement Portal no later than May 15, 2026, at 10:00 a.m., with the deadline for submitting questions being Friday, May 8, 2026, before 10:00 a.m. The contract will be effective June 25, 2026, for an initial one-year term with options to renew for four additional years by mutual written agreement.

The solicitation includes set-aside provisions for small and disadvantaged businesses, with County of Orange Local Small Businesses (OCLSBs) and Disabled Veteran Business Enterprises (DVBEs) eligible for a five percent price reduction for evaluation purposes, with a maximum allowable preference deduction of $100,000, while dual-certified OCLSB and DVBE businesses receive an eight percent preference. The County will award the contract to the lowest responsive, responsible bidder, with award criteria emphasizing compliance with all technical and service requirements. Prior to contract execution, the successful contractor must submit proof of insurance, W-9 forms or IRS 587/590 forms, valid DUNS and UEI numbers, and a current Contractor's License, along with a Performance Bond and Labor and Material Payment Bond, each with penal sums equal to the estimated contract value as required under California Civil Code. The contractor must also maintain adequate parts inventory to minimize scale downtime and schedule maintenance coordination through the OC Waste & Recycling Fee Station Attendant Supervisor. No price increases are permitted during the first contract year without documented proof of cost increases and thirty days' advance written notice. The total contract amount is to be determined based on competitive bids received, with bid validity extending for 365 days after the solicitation closing date.
