About this opportunity
The Florida Department of Transportation is seeking competitive bids for a Troxler Model 5850 Superpave Gyratory Compactor (SGC) and associated equipment to be delivered to the State Materials Office in Gainesville, Florida. This procurement is specifically for a specialized piece of laboratory equipment used to compact asphalt mixture specimens and determine volumetric properties and mixture performance characteristics. The solicitation covers the compactor system, which includes multiple mold assemblies, a pressure verification kit, power cord, specimen paper pack, printer with cable, height standard block, user manual, grease, and connection cables. Bids are due by January 21, 2025, at 11:00 AM EST, with a public bid opening at 2:00 PM EST the same day, and a required delivery deadline of September 1, 2025. All bidders must be actively registered in the MyFloridaMarketPlace system and must meet specific requirements, including providing a one-year warranty covering parts, labor, and calibration for the entire system. The equipment must operate on 115V single-phase 60Hz power, and the vendor is responsible for installation, calibration, and verification upon delivery.
Bidders must adhere to several state-specific compliance requirements, including the Scrutinized Companies Lists provision under Section 287.135, Florida Statutes, which prohibits contracts over $1,000,000 with companies on certain international sanctions lists. All prospective vendors must complete online registration through the MyFloridaMarketPlace system and submit required documentation, such as Drug-Free Workplace Certification and Vendor Certification Regarding Scrutinized Companies Lists. The solicitation includes a mandatory MFMP Transaction Fee for all payments resulting from the contract, with potential exemptions under specific administrative code rules. Vendors are restricted from contacting state employees about the solicitation between the release date and 72 hours after the notice of intended award, with violations potentially resulting in bid rejection. While a specific award value is not explicitly stated, the procurement appears to be a replacement for an existing laboratory compactor, suggesting a budget likely in the range of $50,000 to $100,000 for the specialized scientific equipment and associated components.
