About this opportunity
The Missouri Department of Transportation (MoDOT) has issued a Request for Proposal (RFP) seeking qualified vendors to provide comprehensive services related to Troxler nuclear density gauges. The procurement solicits vendors capable of performing annual calibration and leak testing for Troxler 3430 or 3440 nuclear density gauges, decommissioning of existing gauges, and supplying new Troxler 3430 nuclear density gauges for purchase. The contract will run for one year from the Notice of Contract Award, with four additional one-year renewal options available. Annual calibration and leak testing must be completed between January 2 and March 31 of each contract year. The proposal evaluation will be based on a 100-point scale, with points allocated as follows: Experience/Expertise/Reliability (25 points), Qualification/Expertise of Key Personnel (20 points), Proposed Method of Performance (15 points), Proposed Fee (30 points), and Overall Clarity/Quality of Proposal (10 points). Important dates include a question submission deadline of November 4, 2024, amendment issuance on November 6, 2024, and a proposal submission deadline of November 12, 2024, at 2:00 PM CST.
The RFP encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with target participation rates of 10% MBE and 5% WBE. Vendors must maintain adequate liability insurance and comply with state and federal regulations, including the Domestic Products Procurement Act. The RFP includes a cooperative purchasing option, allowing Missouri counties, cities, and other political entities to utilize the contract. Liquidated damages of $150 per gauge per calendar day will be assessed for late completion of calibration and leak testing beyond the March 31 deadline. While specific budget ranges are not detailed, vendors must submit firm, fixed pricing for each service category, including calibration with shipping, calibration with MoDOT-provided delivery, decommissioning services, and new gauge purchases. Out-of-state vendors will be required to ship gauges to/from 1617 Missouri Boulevard in Jefferson City, while in-state vendors may have more flexible delivery arrangements.
