About this opportunity

The City of Newport, Oregon, is seeking proposals from qualified consulting firms or multidisciplinary teams to conduct a Trolley Feasibility and Implementation Study addressing transportation challenges in the coastal community. The project aims to explore fixed-route trolley or shuttle concepts to improve circulation, reduce congestion, and connect key destinations including the Historic Bayfront, Nye Beach, and Downtown. Key deliverables include a stakeholder engagement summary, existing conditions analysis, route alternatives, service concept documentation, and infrastructure requirements assessment. Proposers must demonstrate expertise in transit planning, transportation engineering, or related fields, with evaluation criteria including proposer qualifications (40 points), proposal quality and responsiveness (35 points), cost reasonableness (20 points), and geographic preference (5 points). The RFP was posted on December 31, 2025, with proposal submissions due on January 29, 2026, at 4:00 P.M. PDT. Written questions regarding the RFP are due by January 15, 2026, with an anticipated award date of February 12, 2026, and a projected project start date of February 23, 2026.

Eligible proposers must be qualified to conduct business in Oregon and demonstrate relevant experience with transit or mobility studies. The project has a preliminary budget of $75,000, subject to City Council approval and potential funding from local, state, and/or federal transportation or planning sources. Vendors located in Lincoln County, Oregon, the State of Oregon, or the Pacific Northwest Coastal area will receive geographic preference during evaluation. The contract term is approximately six months, with the City reserving the right to terminate the agreement with thirty days' written notice. Proposers must be in good standing with the Oregon Secretary of State if applicable, and all proposal costs will be the responsibility of the submitting firm. All submissions will become public records after the selection process is completed, and the City retains the right to reject any or all proposals, withdraw the RFP, extend submission deadlines, and request additional clarifying information.
