About this opportunity

The North Central Texas Council of Governments (NCTCOG) is requesting proposals from consulting firms to develop a transit-oriented development (TOD) planning evaluation and recommendations for seven Trinity Railway Express station areas, with proposals due November 6, 2026 at 5:00 p.m. and a pre-proposal conference scheduled for October 20, 2026.

The scope spans corridor-level planning for all seven TRE stations (Trinity Lakes, Bell, CentrePort/DFW Airport, West Irving, Downtown Irving/Heritage Crossing, Medical/Market Center, and Victory) within a half-mile radius of each station, with more detailed area planning for up to five priority stations. Deliverables include market studies, utilities infrastructure assessments, individual station area plans with development visions and implementation strategies, and a corridor-wide evaluation with executive summary. Primary tasks cover Study Administration, Market Study, Utilities Infrastructure Assessment, Individual Station Area Planning, and Corridor-Wide Evaluation.

The estimated contract budget is approximately $700,000 with an 18-month project completion timeline from authorization to proceed. Reimbursable costs include direct labor at salary of record, GSA-compliant travel, indirect costs and overhead, and subcontractor expenses. A 10 percent retainage applies until project completion, with payment due within 45 days of invoice.

Evaluation is weighted as follows: Project Understanding (25%), Scope of Services (25%), Project Manager/Staff Qualifications (20%), Project Cost (15%), Firm Qualifications/Consultant References (10%), and Project Schedule (5%). The contract incorporates federal DBE provisions, nondiscrimination requirements, drug-free workplace policies, and seven-year audit and inspection rights for NCTCOG and funding partners. Proposers must comply with Texas House Bill 1295 interested-parties disclosure and submit signed NCTCOG Standard Attestations.

Consultant selection committee reviews are anticipated for the week of November 30, 2026, with potential interviews the week of December 7, 2026. Contract execution is expected in early February 2027. Project partners include the City of Fort Worth, City of Irving, City of Dallas, Trinity Metro, DART, and NCTCOG, with NCTCOG as project manager and contract administrator.
