About this opportunity
Clackamas County, on behalf of Water Environment Services, is soliciting sealed bids for complete cleaning and refurbishment of aeration basins at the Tri-City Water Resource Recovery Facility, with bids due November 10, 2026 at 2:00 p.m. Pacific Time and a mandatory pre-bid conference on October 21, 2026 at 1:00 p.m. at the Tri-City WRRF Administration Building in Oregon City. Prevailing wage rates under ORS 279C.800-279C.870 apply, and the County encourages bids from minority, women, and emerging small businesses, requiring prime contractors to perform good faith efforts by contacting at least three historically underrepresented business subcontractors for each work division to be subcontracted, with documentation due within two hours of bid closing.
The scope includes complete cleaning of all aeration basins, influent channels, and side and end effluent channels (pressure wash, moss and vegetation removal, sludge and debris removal); replacement of 16 zonal air flow control assemblies and diffuser membrane heads across three basins; replacement of diffuser membranes, air piping systems, automated valves, gates, cover plates, railings, instrumentation and controls, and SCADA infrastructure; structural repairs; and electrical system work. The contractor must maintain two of four basins operational during execution. Work is scheduled for dry summer seasons and may be completed over two summers (2027 and 2028) or compressed into summer 2027, with substantial completion required within 700 days of contract start and final completion within 30 days thereafter.
The engineers' estimate is $3.7 million. Bid security of 10% of the bid amount is required; successful bidders must furnish performance and payment bonds each equal to 100% of the contract sum. Liquidated damages of $2,290 per day apply for milestone and substantial-completion delays. Contractors must be registered with the Oregon Construction Contractors Board, maintain workers' compensation insurance, establish a drug testing program, and disclose first-tier subcontractors within two working hours of bid closing. Sealed bids are submitted electronically through Bid Locker, with bid opening and public reading at 2:05 p.m. via Zoom. Award goes to the lowest responsive bid from a responsible bidder under Clackamas County's Local Contract Review Board Rules.
