About this opportunity
The City of Sandy Springs, Georgia is soliciting competitive bids through Invitation to Bid (ITB 26-038) for trenchless stormwater pipe rehabilitation services utilizing cured-in-place pipe (CIPP) lining methods across twelve locations throughout the municipality. The procurement encompasses the rehabilitation of existing corrugated metal pipe (CMP) and reinforced concrete pipe (RCP) ranging from 15 to 48 inches in diameter, totaling approximately 829 linear feet across multiple residential addresses including Marseilles Drive, Spalding Lane, Nesbit Ferry Road, Peachtree Dunwoody Road, and others. Required services include pipe cleaning and flushing, pre- and post-installation closed-circuit television (CCTV) inspection and videography, liner installation with water supply and disposal, gasket or end seal installation, liner testing, cure tracking, traffic control maintenance, utility locates, and all associated activities for successful CIPP installation. Work must comply with ASTM International standards (D5813, F1216, F1743, F2019, F2599), NASSCO CIPP Installation Guidelines (2017), ASCE MOP 145 design standards, and applicable Georgia Department of Transportation and Georgia Environmental Protection Division regulations. Qualified contractors must demonstrate minimum five years of specialized experience with at least 50,000 feet of similar pipe installations completed in the United States, hold manufacturer certification, and employ a licensed professional engineer experienced in Georgia. Pipeline assessors must be currently certified in NASSCO's Pipeline Assessment and Certification Program (PACP). Key dates include a non-mandatory pre-bid conference on February 12, 2026, at 1:00 PM Eastern Time; written questions due by February 20, 2026, at 5:00 PM; and bid submissions due March 4, 2026, at 2:00 PM EST exclusively through the Bonfire Portal. The contractor must commence work within ten calendar days of receiving the Notice to Proceed and achieve substantial completion within 120 calendar days, with an additional 21 days permitted for final completion of punch list items. Liquidated damages are assessed at $500 per day for unexcused delays beyond the 120-day and 21-day completion deadlines.
The solicitation imposes no identified set-aside designations or restrictions limiting participation to disadvantaged enterprises or specific organization types, allowing open competition among qualified contractors. Bidders must submit comprehensive documentation including a City Bid Form, Qualification Signature and Certification Form, Bid Schedule, Bid Price Certification, E-Verify Affidavit, Addenda Acknowledgment, Certification of Sponsor Drug Free Workplace, Georgia Security Immigration Compliance Act Affidavit, Certificate of Insurance, Notice to Contractors Compliance with Electrical Safety Provisions, Affidavit Verifying Status for City Public Benefit Application, Corporate Certificate, signed Contract, Business License, and References. Bids exceeding $100,000 require submission of a Bid Bond; upon award, successful contractors must submit Performance Bond, Payment Bond, and updated Certificate of Insurance. The City also requires completion of a Georgia-mandated Vendor Responsibility Questionnaire (VRQ) addressing debarment status, environmental violations, OSHA citations, procurement fraud, contract completion history, financial stability, and tax compliance, with all notarized certifications required. No incumbent vendors or current contractors are identified in the solicitation documents. Progress payments are made monthly at 90 percent of completed work with up to 10 percent retainage until 50 percent of contract value is due, after which retainage ceases if work progress is satisfactory. The anticipated contract value is not explicitly stated in the procurement documents; however, the scope of approximately 829 linear feet of CIPP rehabilitation services, combined with the requirement for Bid and Performance Bonds, suggests a contract value exceeding $100,000.
