About this opportunity
The Kentucky Finance and Administration Cabinet is soliciting bids on behalf of the Energy and Environment Cabinet's Division of Forestry for one tree seedling harvester for the Morgan County Nursery in West Liberty, Kentucky, under RFB 758 2700000189. Written vendor questions are due November 2, 2026 at 12:00 p.m. ET, and bids close November 13, 2026 at 1:30 p.m. ET. Kentucky resident bidders receive a reciprocal preference equal to the preference the nonresident bidder's state gives its own bidders. Bidders must also complete Attachment B, a notarized affidavit issued under KRS 45A.110 and 45A.115 that attests to campaign finance compliance and is effective for one year from execution.
The requested unit is a Pick Up 1400 or approved equal, with a 1.5-meter working dimension, electro-hydraulic operation, hydraulic lift and depth adjustment, an adjustable-height side conveyor, a pallet lift system, hydraulic steering wheels, a steel pressure roller, 405/70-20 tires, a K80 towing eye, and a work platform with fixed stairs. A two-year warranty is required. Alternate brands or specifications require descriptive literature for equality verification, and omitting it may render a bid nonresponsive. Bidders must state a precise delivery timeframe, as vague terms such as "as required" or "prompt" make bids nonresponsive.
Award uses best-value methodology: 95 points go to price, with the lowest bidder receiving maximum points, and 5 points go to delivery time in working days. Quotes must exclude federal excise tax and Kentucky sales or use tax, be FOB Destination Freight Prepaid and Allowed, and include delivery costs in the total. Required insurance is commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, plus automobile liability if the contractor delivers the equipment. Commonwealth responses to vendor questions are due November 6, 2026. Bidders must register in the Vendor Self Service System, submit bids electronically through Kentucky eProcurement, and maintain compliance with Kentucky tax, wage, safety, unemployment, and workers' compensation statutes. This is a one-time purchase with no renewal options.
