About this opportunity

The Town of Killingly, Connecticut is requesting proposals for tree and brush removal and stumping services at 226 Putnam Pike covering approximately 1.70 acres along an emergency access road, with proposals due July 14, 2026 at 2:00 p.m. and a mandatory site walk on June 17, 2026 at 9:00 a.m. The Town includes an affirmative commitment to ensure disadvantaged business enterprises receive full opportunity to submit bids without discrimination based on race, color, national origin, or sex.

Contractors must submit bids on three line items: a base bid for tree and brush clearing and disposal, Alternate #1 for stump removal and disposal, and Alternate #2 for stump removal and stockpiling. All bid prices are lump sum and must cover erosion and sedimentation controls, manpower, equipment, disposal, permits, transportation, and all costs for complete work. Removed material may be hauled off-site or chipped and blown into woods outside the clearing limits; contractors must identify and specify disposal locations permitted to accept the material volumes. The project spans a 50-foot-wide, 1,500-foot-long corridor shown on the site plan and engineering drawings.

Contractors must demonstrate a minimum of five years of experience successfully completing similar projects. A 5 percent surety bid bond and 100 percent labor, materials, and performance bonds are required. Insurance includes commercial general liability of $1 million per occurrence / $2 million aggregate, automobile liability of $1 million, workers' compensation with $500,000 employer's liability, excess liability of $5 million, and pollution liability of $2 million.

Work must begin within 15 days of contract execution and complete within 45 calendar days of notice to proceed. Liquidated damages of $100 per calendar day apply for completion beyond 60 calendar days. The Town waives permit fees but requires contractor compliance with all other permits and regulatory requirements. Questions are due June 25, 2026 at 2:00 p.m., with responses and addenda issued by June 30, 2026. The Town reserves the right to reject any or all bids and award all work to a single contractor.
