Addendum No. 4 Summary
Addendum No. 4 is a clarification document issued by the Town of Killingly, Connecticut on July 7, 2026, regarding bonding requirements for the Tree and Stump Removal project at 226 Putnam Pike. The addendum addresses a bidder's question concerning the bid specifications that appear on page 4 of the 29-page RFP document. The clarification confirms that while a bid bond is required to be submitted with the bid proposal due July 14, 2026, the payment and performance bonds are not required at the time of bid submission.
According to the addendum response, the payment and performance bonds are required only after the Town issues a notice of award and before issuing the notice to proceed to the selected contractor. This clarification aligns with standard procurement practices and provides bidders with explicit guidance on bonding submission timelines, eliminating ambiguity regarding which bonds must accompany the initial bid proposal.
