About this file
This is Addendum No. 1 to a request for proposals issued by the Town of Killingly, Connecticut for tree removal and stumping services at 226 Putnam Pike. The addendum clarifies four critical questions regarding erosion and sedimentation (E&S) controls and stump handling that were raised by prospective bidders. E&S controls are required only for stump removal in areas where runoff could reach flagged wetlands, specifically between stations 12+50 and 19+00, and must be installed on the downstream side of the existing brook and wherever runoff from stumped areas could reach the wetlands. The Town accepts all standard erosion control options including straw wales, haybales, silt fence, erosion control sock/wale, and wood chips from the clearing. Regarding stump management, the addendum confirms that stumps may be pulled and hauled off-site or pulled and left outside the 50-foot-wide clearing limits, with the clearing limits permitted to expand beyond 50 feet to accommodate access and stump placement; however, stumps may not be stockpiled within wetlands.
The addendum does not address pricing, set-asides, funding sources, or other financial terms, as it serves solely to provide technical clarifications to bidders prior to the July 14, 2026 proposal deadline. Prospective contractors should reference the original solicitation documents for complete project specifications, bid bond and insurance requirements, performance timelines, liquidated damages provisions, and other contractual terms established for the emergency access road clearing project covering approximately 1.70 acres.
