About this file
This is an addendum to a Request for Proposals issued by the Town of Killingly, Connecticut for tree and brush removal and stumping services at 226 Putnam Pike. The project encompasses approximately 1.70 acres along an emergency access road, with the scope of work modified to specify a total clearing width of 50.0 feet across a 1,500-foot-long corridor. A mandatory site walk is scheduled for June 17, 2026 at 9:00 a.m. at the project location, with proposals due on July 14, 2026 at 2:00 p.m. Contractors are required to submit bids on three line items: a base bid for tree and brush clearing and disposal, Alternate #1 for stump removal and disposal, and Alternate #2 for stump removal and stockpiling. Work must commence within 15 days of contract execution and be completed within 45 calendar days of notice to proceed, with liquidated damages of $100 per calendar day assessed for completion beyond 60 calendar days.
All bid prices are established as lump sum amounts and must include erosion and sedimentation controls, manpower, equipment, disposal costs, permits, transportation, and all associated project expenses. Removed material may be hauled off-site or chipped and blown into woods outside the clearing limits, with contractors required to identify and specify permitted disposal locations capable of accepting the material volumes. Contractors must demonstrate a minimum of five years of experience successfully completing similar projects and provide a 5 percent surety bid bond plus 100 percent labor, materials, and performance bonds. Required insurance includes commercial general liability of $1 million per occurrence/$2 million aggregate, automobile liability of $1 million, workers' compensation with $500,000 employer's liability, excess liability of $5 million, and pollution liability of $2 million. The Town has committed to ensuring disadvantaged business enterprises receive full opportunity to submit bids without discrimination and reserves the right to reject any or all bids and award all work to a single contractor.
