About this file

This is an addendum to a tree removal and stumping services request for proposals issued by the Town of Killingly, Connecticut for work at 226 Putnam Pike. The addendum addresses three critical questions submitted by prospective bidders regarding prevailing wage requirements, environmental protections for northern long-eared bats, and protected plants or vegetation in the project area. The project encompasses approximately 1.70 acres along an emergency access road requiring tree and brush clearing and removal services. A mandatory site walk was scheduled for June 17, 2026 at 9:00 a.m., with questions due by June 25, 2026 at 2:00 p.m. and proposals due July 14, 2026 at 2:00 p.m. Contractors must submit bids on three line items: a base bid for tree and brush clearing and disposal, Alternate #1 for stump removal and disposal, and Alternate #2 for stump removal and stockpiling. Work must commence within 15 days of contract execution and complete within 45 calendar days of notice to proceed, with liquidated damages of $100 per calendar day assessed for completion beyond 60 calendar days.

The Town clarified that the project is expected to fall below the prevailing wage threshold; however, if the bid exceeds $100,000, prevailing wage rates will apply and contractors should include that amount in their bids. The project area falls outside the mapped Natural Diversity Data Base area, indicating no concerns regarding northern long-eared bat habitat or protected plants requiring additional environmental permits. The Town of Killingly is obtaining the required wetland permits for the project. Contractors must demonstrate a minimum of five years of experience completing similar projects and must provide a 5 percent surety bid bond and 100 percent labor, materials, and performance bonds. Required insurance includes commercial general liability of $1 million per occurrence, automobile liability of $1 million, workers' compensation with $500,000 employer's liability, excess liability of $5 million, and pollution liability of $2 million. The Town waives permit fees and reserves the right to reject any or all bids.
