About this file
This is Addendum No. 2 to a Tree Removal and Stumping Services solicitation issued by the Town of Killingly, Connecticut for work at 226 Putnam Pike, dated June 23, 2026. The addendum clarifies four critical questions regarding erosion and sedimentation (E&S) controls and stump disposal procedures. E&S controls are required only in areas where runoff from stump removal could reach flagged wetlands, specifically between stations 12+50 and 19+00. Acceptable E&S control materials include straw wattle, haybales, silt fence, erosion control sock/wattle, or wood chips from the clearing. Controls must be installed on the downstream side of the existing brook and wherever runoff from the stumped area could reach the wetlands within the specified stations. The mandatory site walk was held June 17, 2026, and questions for this addendum were due June 25, 2026 at 2:00 p.m., with responses issued by June 30, 2026.
Regarding stump handling, contractors may pull and haul stumps offsite or pull and leave them outside the 50-foot-wide clearing limits to rot naturally. The clearing limits may be widened beyond 50 feet to accommodate equipment access and stump placement, provided stumps are not stockpiled within wetlands. All clarifications in this addendum align with guidance provided during the mandatory site walk. No pricing information, set-asides, bonding requirements, insurance specifications, or other financial terms are addressed in this addendum, as those details remain governed by the original solicitation documents.

Tree Removal and Stumping Services
226 Putnam Pike
TOWN OF KILLINGLY
ADDENDUM NO. 2
Questions:
1. How much (in linear feet) erosion controls is the Town requiring to be installed?
2. Are the erosion controls only required on the downstream side of the existing brook?
3. What is the spec for the erosion controls, straw wattle? haybales? Silt fence? silt fence and haybales? erosion control sock/wattle?
4. Please confirm stumps can be pulled and left on the edge of the limit of clearing provided they are not within the 50-foot clearing (so we can cut 60 feet wide and leave the stumps in the 10 feet outside the clearing to rot).
Answers:
1. E & S controls are only required for stump removal in areas where runoff could reach the flagged wetlands. For bidding purposes plan on starting at station 12+50 and continuing to station 19+00.
2. Erosion controls are required on the downstream side of the existing brook and wherever runoff from the stumped area could reach the wetlands between stations 12+50 and 19+00.
3. All the options listed in question 2 are acceptable. However as stated during the walk-through wood chips from the clearing may also be used.
4. As stated during the walk-through stumps can be pulled and hauled offsite or pulled and left outside of the 50-foot-wide clearing limits. The clearing limits can be wider than 50 feet to accommodate access and the placement of the stumps. Stumps may not be stockpiled within the wetlands.
