About this opportunity
The City of Philadelphia Procurement Department is soliciting quotes for a tree purchase for its ER-P site as a micro purchase, with quotes due October 23, 2026, through PHLContracts. Sellers must quote all items to be eligible for award. The source describes no set-aside or preference program for this purchase. MBE and WBE participation applies only if the bid sets participation ranges, in which case vendors must add qualifying subcontractors through the Subcontractors Tab and commit specific dollar values to each. The LGBTBE applicant data form is voluntary and states that it establishes no procurement set-asides.
The City will award the purchase as a whole or by line item to the lowest responsive and responsible bidder, based on what best serves the City's interest. Sellers must not deliver or provide service until the department notifies them. Bidders must pay the Annual Bid Security Fee, Bid Processing Fee, and Performance Security Fee where applicable, acknowledge the bid and all amendments, complete mandatory questions, and submit an executed Consent & Authorization form. Attachments include a pricing sheet, a Certificate of Insurance, and a Bid Bond when applicable. Original bid bonds and certificates go by mail or hand delivery to 1401 JFK Boulevard, Suite 170, Philadelphia, PA 19102. The seller must carry general liability insurance of $500,000 per occurrence and name the City as additional insured. No exceptions are permitted on SS&E contracts, and all terms must be accepted without modification.
The total contract amount shall not exceed $45,000, increased annually by the CPI-U change from January 1, 2020, rounded to the nearest $1,000. The term is 365 days from the effective date specified in PHLContracts. Prices must be net of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Quotes are valid for 60 days from submission. Payment is by electronic deposit after delivery and City approval.
