About this opportunity

The Department of Veterans Affairs National Cemetery Administration is soliciting a firm, fixed-price contract for tree maintenance services at Port Hudson National Cemetery in Zachary, Louisiana, under an SDVOSB set-aside, with proposals due July 24, 2026. Site visits are mandatory and must be scheduled by appointment with the Contracting Officer's Representative.

The scope is one-time comprehensive tree maintenance on 16 trees: three medium trees and six large trees receiving routine pruning; five large trees receiving deadwood pruning; and two large trees requiring removal. The contractor must also grind stumps and remove and dispose of resulting debris to licensed off-site facilities. All work must comply with ANSI A300 (Part 1)-2017 standards and ISA Best Management Practices, with tool disinfection required between trees in disease-prone situations. The contractor supplies all labor, equipment, tools, and materials and bears responsibility for property damage repairs and debris hauling.

The awardee must employ a certified arborist with minimum three years' direct supervisory experience in commercial tree maintenance as site manager. International Society of Arboriculture certification or equivalent credentials are required prior to work commencement. All work is performed during standard business hours Monday through Friday, 8:00 a.m. to 4:30 p.m., unless the COR grants written permission otherwise. The period of performance extends from contract award and notice to proceed through accepted completion, not to exceed 60 calendar days.

The contractor must obtain all necessary licenses, permits, insurance documentation, and certifications prior to contract start. Work standards must reflect the cemetery's sensitive mission involving grieving visitors.
