About this opportunity

Collier County's Board of County Commissioners Procurement Services Division is seeking qualified vendors for Tree Maintenance and Arborist Services for Parks and Recreation through an Invitation for Qualification (IFQ) No. 25-8393. The county aims to identify and qualify between three and five vendors capable of performing comprehensive tree maintenance services across county-owned regional, community, and neighborhood parks on an as-needed basis. Required services include basic tree pruning, structural pruning, palm pruning, stump and root grinding, de-booting palm trees, and tree removal. Vendors must have certified arborists on staff, hold valid Collier County tree removal and trimming licenses, and meet specific technical qualifications. The proposal will be evaluated using a 100-point scoring system, with points allocated as follows: business plan (25 points), experience and capacity of the firm (30 points), specialized expertise of team members (25 points), and local vendor preference (10 points). The solicitation has a due date of June 9, 2025, at 3:00 PM EST, with a proposed contract term of three years and two potential one-year renewal options.

The procurement opportunity does not explicitly indicate specific set-aside designations for disadvantaged enterprises, though it does provide a local vendor preference component. Vendors must be enrolled in the E-Verify program and have a Florida Department of State corporate registration to be eligible. The county historically spends approximately $200,000 annually on these services, though this may not predict future spending patterns. Vendors will be expected to maintain comprehensive insurance coverage, including Commercial General Liability, Business Auto Liability, and Workers' Compensation, with specific coverage limits detailed in the insurance requirements document. Individual project quotes will be issued using lump sum pricing, with vendors expected to respond within seven business days of request. The county reserves the right to issue a formal contract or standard purchase order and may extend the agreement up to 180 days beyond the initial term. Quotes for individual projects will be issued on an as-needed basis, providing flexibility in service delivery and project scope.
