About this opportunity

Palm Beach County Board of County Commissioners is issuing a Request for Quotation (RFQ) for the purchase and delivery of a single heavy-duty tree cutter with a folding deck. The procurement seeks a 72-inch heavy-duty tree cutter, specifically a Brown Manufacturing Corp. TCF-2620 model or equivalent, that mounts to a tractor using an A-Frame structure. The equipment must feature adjustable cutting height ranging from 1 to 12 inches, a maximum deck width of 85 inches, a hydraulic folding deck mechanism with cylinders for opening and closing rear doors, and a blade holder capable of holding four bevel-design blades with a minimum capacity to cut 8-inch diameter material. All quotations must be submitted by May 31, 2023, at 4:00 p.m. Palm Beach County local time via fax or email to the designated Senior Buyer, Sandy Shea. Delivery shall be made to Palm Beach County Fleet Management Division at 2601 Vista Parkway, West Palm Beach, Florida 33411, during regular business hours (Monday through Friday, 7:00 a.m. to 4:00 p.m.) on non-holiday work weeks, with the equipment properly serviced, clean, and ready for operation. Pricing must be firm and fixed for a 90-day evaluation period and shall include all shipping, freight charges, labor, equipment, materials, and related costs necessary for delivery and full operational readiness. Quoters proposing equivalent products must submit comprehensive descriptive literature, manufacturer cut sheets, and detailed specifications demonstrating full compliance with all RFQ requirements.

Small, Minority, and Women-Owned Business Enterprise (S/M/WBE) vendors certified by Palm Beach County at the time of quote submission are eligible to receive a 10-percent price preference if their quotation falls within that threshold of the lowest responsive and responsible quoter. Additionally, local preference of 5 percent may be applied to quoters maintaining a permanent place of business in Palm Beach County or the Glades region. Award will be made on an all-or-none, total offer basis to the lowest responsive and responsible quoter, with the County reserving the right to purchase additional quantities within twelve months of award at the same quoted prices and terms. The successful quoter must provide evidence of Commercial General Liability Insurance with a minimum of $500,000 per occurrence, Business Auto Liability Insurance with $500,000 combined single limit, and Workers' Compensation Insurance in accordance with Florida Statute Chapter 440. All quoters and subcontractors must register as vendors in the County's Vendor Self Service system and comply with federal requirements including E-Verify employment eligibility verification and debarment and suspension certifications. The specific budget or award value for this procurement has not been disclosed in the available solicitation documents.
