About this opportunity
Rensselaer County is seeking qualified contractors for tree and stump removal services through a competitive bid process (RFB-25-20) for the County Highway Department. The procurement is divided into two categories: Category A - Standard Tree and Stump Removal, and Category B - Emergency Tree Removal. Contractors must have an office location within a 30-mile radius of the Rensselaer County Office Building, with specific requirements for tree and stump removal based on diameter ranges. For standard removals, contractors will remove trees designated by the County Engineer, cutting stumps to within 6 inches of ground level, while emergency tree removals require contractors to begin work within 24 hours of notification. The bid proposals will be received until 10:00 a.m. on Tuesday, June 3, 2025, at the Bureau of Central Services, with the contract initially spanning one year and the potential for two additional one-year extensions. Evaluation will be based on the lowest aggregate net total that meets Rensselaer County specifications, with the county reserving the right to reject any bids and re-bid if necessary.
The contract requires compliance with New York State prevailing wage rates, Local Law #2, and non-collusive bidding certification. Contractors must provide comprehensive insurance coverage, including workers' compensation, commercial general liability, and automobile liability insurance. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bid package includes detailed insurance and qualification requirements that may limit potential bidders. Payment will be structured on a per-tree or per-stump basis for normal removals, with additional compensation for emergency removals based on hourly rates for labor and equipment. The estimated quantities are based on annual requirements, with work to be assigned through multiple purchase orders over a 12-month period. Although a specific budget range is not provided, the competitive bidding process suggests the county is seeking cost-effective solutions for tree and stump removal services that meet their operational needs.
