About this opportunity
The California Department of Food and Agriculture is requesting proposals for a Treatment Coordinator to provide outreach, education, and treatment coordination services to commercial crop growers in Tulare County under RFP 26-0031, with proposals due July 1, 2026 at 2:00 PM PT. A mandatory 3% Disabled Veteran Business Enterprise participation requirement applies; failure to meet this minimum results in bid rejection. A 5% small business preference is available to certified small businesses.
The contractor will coordinate with program personnel and growers, maintain stakeholder contact, facilitate treatment-reimbursement paperwork, monitor trapping data to identify Glassy-winged Sharpshooter infestation hotspots, and deliver monthly activity reports and annual comprehensive reports. The position requires a California Department of Pesticide Regulation-licensed Pest Control Advisor with a minimum of five years of relevant experience.
The contract runs from July 15, 2026 (or upon Department of General Services and Office of Legal Services approval, whichever is later) through June 30, 2029, with no renewal option. Travel costs are reimbursed at federal General Service Administration rates. The contractor must maintain commercial general liability insurance of at least $1 million per occurrence, automobile liability of $1 million, workers' compensation coverage, and professional liability insurance of $1 million per claim. A Unique Entity ID and active System for Award Management registration are required.
Evaluation uses a 200-point scale: responsiveness (50 points), statement of understanding (45 points), qualifications of personnel (45 points), and cost (60 points). A minimum threshold of 98 points in the first three categories is required to proceed to cost evaluation. Written questions are due June 18, 2026 at 5:00 PM PT. Evaluations are scheduled for July 2–3, 2026. No contract value is specified in the source materials.
