About this opportunity
The California Department of Food and Agriculture (CDFA) is requesting proposals for a Treatment Coordinator position supporting a Glassy-winged sharpshooter (GWSS) area-wide pest management program in Fresno County, under RFP 26-0030, with proposals due June 26, 2026 at 2:00 p.m. PT. A minimum 3 percent Disabled Veteran Business Enterprise (DVBE) participation is required for bid responsiveness; proposals failing to meet this threshold will be rejected.
The contractor will coordinate treatment strategies, monitor trapping data, identify infestation hotspots, contact eligible growers and Pest Control Advisors, prepare compliance agreements and treatment documentation, maintain communication records, and provide monthly activity reports and annual summaries. The program targets citrus and grape growers in Fresno County.
The contract runs July 1, 2026 through June 30, 2029 with no renewal options. Proposals must include detailed cost breakdowns organized by fiscal year with monthly invoicing for actual expenditures; travel costs are reimbursed at Federal GSA rates. All bidders must register with SAM.gov and obtain a Unique Entity ID. The contractor must maintain commercial general liability insurance of at least $1 million per occurrence, automobile liability coverage of $1 million, workers' compensation coverage, and professional liability insurance of $1 million per claim.
Evaluation uses a 140-point scale across three categories (Responsiveness of Proposal, Statement of Understanding, and Qualifications of Personnel) with a 98-point minimum threshold for cost proposal consideration; cost comprises 30 percent of the final 200-point scoring. Additional incentive points are available for small business and DVBE participation. Written questions are due June 16, 2026, with responses posted by June 19, 2026. Team evaluations are estimated for June 29–30, 2026. This contract is federally funded in cooperation with the USDA and Fresno County.
