About this opportunity

The Missouri Department of Transportation (MoDOT) Southwest District is conducting a competitive procurement for a traveling axle four-beam trailer through Invitation for Bid (IFB) number IFB605SW21001994. The solicitation seeks vendors to supply one trailer unit that meets or exceeds the attached technical specifications, with delivery required to the MoDOT Warsaw Maintenance facility located at 1551 E. Main St, Warsaw, Missouri. The procurement will be awarded on a firm fixed pricing, low bid basis, with the contract period running from the date of award through May 31, 2022, and no optional annual renewals. Bid responses are due electronically through the MissouriBUYS Statewide eProcurement System by May 18, 2021, at 11:00 AM CDT, with no paper, email, or fax submissions accepted. The evaluation criteria will focus on lowest price and compliance with technical specifications, with vendors required to include detailed product specifications, expected delivery dates, warranty information, and the ability to provide comprehensive training within 15 days of delivery covering safe operation and routine maintenance.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% MBE and 5% WBE through subcontractors, suppliers, or joint ventures. Additional preferences are provided for Service-Disabled Veteran (SDV) businesses and domestic product manufacturers. For purchases over $25,000, a 10% price preference applies to goods manufactured or produced in the United States, and vendors must certify compliance with the Domestic Products Procurement Act and the Anti-Discrimination Against Israel Act. The procurement also offers cooperative purchasing opportunities, allowing Missouri counties, cities, and special road districts to potentially leverage the contract for equipment purchases. While no specific incumbent vendor is mentioned, the solicitation indicates this is a one-time purchase with no optional renewals. Pricing must be FOB destination, with all delivery costs, freight, and handling included in the unit price, and payment terms are set at Net 30 days with invoices to be submitted electronically.
