About this opportunity

Texas Parks and Wildlife Department is requesting bids on trash and recycling collection services at Martin Creek State Park in Tatum, Texas, with bids due August 6, 2026 at 2:00 PM Central Time under IFB 541703.

The scope comprises three mandatory line items over a 24-month contract term (September 1, 2026 through August 31, 2028): weekly trash collection from nine six-cubic-yard containers for 18 months (September through November and March through August), biweekly trash collection from nine six-cubic-yard sliding-door containers for 6 months (December through February), and monthly recycling collection from one six-cubic-yard sliding-door container year-round. Optional line items include emergency pick-up trips, container additions or deletions, and forty-cubic-yard temporary roll-off containers on an as-needed basis. All unit prices must include administrative fees, fuel surcharges, delivery, pick-up, and disposal costs. The contractor bears responsibility for all labor, materials, equipment, permits, licenses, and compliance with federal, state, and local environmental and OSHA safety regulations.

Minimum qualifications require three years in business providing these specified services. Contractors must submit a Company Profile (Exhibit A) and Past Projects documentation with three to four verifiable references from the past five years. Required insurance includes workers' compensation, commercial general liability with a $1,000,000 aggregate limit, and automobile liability with $500,000 combined single limits, with the State of Texas listed as an additional insured.

Award will be made on a best-value basis considering lowest price, contractor qualifications and experience, delivery and service schedule, past performance, life-cycle costs, and quality and reliability. The contract includes an option to renew for three additional one-year terms if both parties agree. Price adjustments at renewal are permitted upon mutual agreement; adjustments for landfill disposal fee increases are allowed with supporting documentation (maximum one increase per 12-month period). Payment is due within 30 days of invoice receipt upon service completion and acceptance. Site visits are encouraged; interested bidders should contact Park Superintendent James Breed at 903-646-2988.
