About this opportunity

The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB) 03A4021 for trash collection, hauling, and disposal services in Yuba County, specifically targeting multiple maintenance stations including the Marysville Maintenance Station, Tree and Electric Crews Station, and Special Crews Yard. The procurement seeks a contractor to provide comprehensive waste management services, including supplying trash bins ranging from 6-25 cubic yards for general trash, street sweeper debris, and recycling, with specific pickup frequencies to be determined. Key deliverables include on-call trash collection services, proper waste disposal, and compliance with state regulations such as Senate Bill 1383 for organic waste recycling. Bidders must possess a current and valid California Motor Carrier Permit (MCP) and submit various certifications and documentation demonstrating compliance with civil rights and contracting laws. The solicitation is due on June 10, 2025, with an anticipated contract award date of June 17, 2025, and a contract term extending from July 1, 2025, to October 31, 2027.

The procurement encourages participation from small businesses and disabled veteran business enterprises (DVBE), offering a 5% DVBE incentive during bid evaluation, though DVBE participation is not mandatory. While the total contract amount is currently to be determined (TBD), the bid includes unit pricing for different bin sizes and types. Bidders must demonstrate the ability to integrate with existing Caltrans infrastructure and comply with all state and local waste management regulations. The solicitation does not specify an incumbent vendor, but emphasizes the importance of proper waste disposal, maintaining necessary permits and licenses, and adhering to environmental standards. Potential contractors should be prepared to provide comprehensive waste management services across multiple Yuba County locations, with a focus on efficiency, regulatory compliance, and environmentally responsible practices.
