About this opportunity

The California Department of Transportation (Caltrans) has issued Invitation for Bid (IFB) #01A6545 for trash collection, hauling, and disposal services in Lake County, targeting two specific Maintenance Stations located in Clearlake Oaks and Lakeport. The procurement seeks a contractor to provide weekly, on-call trash collection services using 4 cubic yard bins, with trash pickup not less than once per week at each location. The contract is proposed to run from June 30, 2025 to June 29, 2028, with key deliverables including consistent trash collection, bin management, and adherence to environmental regulations. Bidders must possess a current and valid California Motor Carrier Permit and demonstrate compliance with state regulations, including mandatory organic waste recycling requirements under Senate Bill 1383. The bid response is due on June 10, 2025 at 2:00 p.m., with a bid opening at 2:30 p.m. and a proposed award date of June 17, 2025. Contractors will be required to provide all necessary labor, trash bins, equipment, and handle associated costs, fees, and taxes for the trash collection and disposal services.

The solicitation emphasizes small business participation, with Caltrans seeking to meet a 25% Small Business (SB) participation goal. While Disabled Veteran Business Enterprise (DVBE) participation is not mandatory, a 5% DVBE incentive will be applied to evaluations. The contract includes specific requirements for insurance, operational standards, and compliance with state and local laws. Bidders must submit unit pricing per bin pickup, with the total contract amount currently listed as to be determined (TBD). The procurement covers multiple jurisdictions within Lake County, including but not limited to Clearlake Oaks, Lakeport, and surrounding areas, suggesting a comprehensive regional service requirement. Contractors will need to demonstrate capability to service multiple locations efficiently and in accordance with environmental regulations. The solicitation indicates that while a specific budget range is not explicitly stated, the contract will involve ongoing trash collection services with potential for multi-year engagement.
