About this opportunity
The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB) #03A3992 for trash collection, hauling, and disposal services in Colusa County, specifically targeting multiple transportation-related facilities including Maxwell Safety Roadside Rest Areas (northbound and southbound), Colusa Maintenance Station, and Williams Overflow Maintenance Yard. The procurement seeks a contractor to provide comprehensive waste management services, including providing trash bins, equipment, labor, and handling all associated costs, fees, and taxes for on-call trash collection services. The contract is proposed to run from July 1, 2025, to October 31, 2027, with six distinct line items covering various bin sizes ranging from 10 to 20 cubic yards. Bidders must possess a current and valid California Motor Carrier Permit and comply with state regulations, including organic waste recycling requirements under Senate Bill 1383. The bid submission deadline is May 6, 2025, at 2:00 p.m., with a bid opening scheduled for 2:30 p.m. the same day, and a proposed contract award date of May 20, 2025.
The solicitation includes specific set-aside provisions and encourages small business participation, with a 25% Small Business (SB) participation goal and a 5% Disabled Veteran Business Enterprise (DVBE) incentive, though DVBE participation is not mandatory. Contractors must be prepared to comply with prevailing wage requirements if the total bid amount exceeds $15,000 and adhere to additional state regulations concerning labor compliance, apprenticeship, and civil rights standards. While no specific budget range is explicitly stated, the multi-location, multi-year contract suggests a substantial procurement opportunity for waste management services. The solicitation emphasizes accessibility, offering alternative document formats upon request, and provides contact information for those needing accommodations or additional information. Potential bidders should carefully review all documentation and ensure they meet the comprehensive qualifications and regulatory requirements outlined in the solicitation package.
