About this opportunity

The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB) No. 03A4002 for trash collection, hauling, and disposal services in Butte County, specifically targeting the Chico Maintenance Station. The procurement seeks a contractor to provide on-call, as-needed trash services, which includes supplying two 20-cubic yard bins for general trash and debris, with bin pickups required at least once per week. The contract is estimated to run from November 1, 2025, to October 31, 2027. Bidders must submit their proposals by July 3, 2025, at 2:00 p.m., with a bid opening scheduled for 2:30 p.m. the same day, and a proposed award date of July 10, 2025. Key qualifications include possessing a current and valid California Motor Carrier Permit and compliance with organic waste recycling requirements under Senate Bill 1383. The contract will be awarded to the lowest responsible bidder meeting all specified requirements, with the evaluation focused on comprehensive service delivery and adherence to technical specifications.

The solicitation includes special provisions for small businesses and disadvantaged enterprises, offering a five percent preference for small businesses (SB) or micro-businesses (MB) certified by the California Department of General Services. While a Disabled Veteran Business Enterprise (DVBE) participation requirement is not mandatory, a DVBE incentive of five percent is available. The procurement covers multiple jurisdictions including Butte County, Butte Valley CDP, Butte Meadows CDP, and Butte Creek Canyon CDP. Contractors must be prepared to provide all necessary labor, trash bins, equipment, and handle associated costs, fees, and taxes for the trash collection and disposal services. The total estimated contract amount will be determined during the bidding process, with the primary focus on providing efficient and compliant waste management services for the Caltrans maintenance station.
