About this opportunity

Western State Hospital, an agency of the Department of Behavioral Health and Developmental Services, is requesting bids for trash collection and disposal services under IFB with bids due June 26, 2026. The contract includes a preference for DSBSD-certified micro businesses (if bid is up to $10,000) or DSBSD-certified small businesses (if bid does not exceed $100,000), provided the Agency determines the bid price is fair and reasonable.

The scope includes a lease for a forty-cubic-yard compactor and weekly refuse removal service (estimated 56 annual hauls) with emergency pickup within four hours of notification during operating hours of 7:00 a.m. to 4:30 p.m. The contractor furnishes all labor, equipment, materials, and supplies; performs preventive maintenance and repairs to the leased compactor at no additional cost; obtains required permits from Augusta County Landfill; and disposes of trash at that facility. Preferred pickup timing is 1 p.m., Monday through Friday. Annual tipping volume is estimated at 303 tons.

The initial contract term runs August 15, 2026 through August 14, 2027, with four optional one-year renewal periods. Price increases during renewal periods are limited to the percentage increase or decrease of the Garbage and trash collection category of the Consumer Price Index for the preceding twelve months. Bidders must submit separate unit prices for haul charges and tipping fees. Submissions must be electronic through eVA; faxed, emailed, or oral bids are not accepted.

The contractor must maintain comprehensive insurance: workers' compensation, employer's liability of $100,000, commercial general liability of $1 million per occurrence and $2 million aggregate, and automobile liability of $1 million combined single limit. Payment is made thirty days after receipt of services or valid invoice with supporting weight tickets from the landfill. Award is made to the lowest responsive and responsible bidder. All bidders must submit a Small Business Subcontracting Plan identifying DSBSD-certified small business utilization. Vendors incur a one-percent eVA transaction fee capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses, assessed across twelve annual purchase orders.
