About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking a vendor to provide and deliver 7,265 tons of Trap Rock (Washed Manufactured Sand from Rhyolite Material) to five specific locations in the Northwest Area of Missouri: Hamilton (1,450 tons), Brookfield (1,540 tons), Carrollton (2,000 tons), Chillicothe (1,550 tons), and Keytesville (725 tons). The procurement is structured as an Invitation for Bid (IFB605NW21001142) with a bid submission period from January 19, 2021, to February 8, 2021, at 2:00 PM CST. All deliveries must be completed by May 1, 2021, with a minimum delivery requirement of 500 tons per day during normal business hours. Bidders must include delivery costs in their unit pricing and provide detailed delivery tickets for each shipment. The contract will be awarded to the vendor with the lowest grand total sum across all locations while meeting all specified requirements. Evaluation criteria include pricing, compliance with technical specifications, and ability to meet delivery schedules. A 5% bid bond is required with submission, and the successful bidder must provide a 100% performance and payment bond.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with a goal of 10% MBE and 5% WBE participation. Service-Disabled Veteran (SDV) businesses are also encouraged to participate. Vendors must complete an Anti-Discrimination Against Israel Certification if awarded the contract. The procurement allows for electronic, mail, UPS, and FedEx bid submissions, with a specific requirement to contact the buyer of record (Katherine Groven) if submitting a hard copy bid. Payment terms are net 30 days, and the contract includes provisions for liquidated damages of $200 per day per item for late deliveries. MoDOT does not guarantee any specific purchase quantity during the initial contract period, and invoices should be submitted to the MoDOT Northwest District Financial Services department. While no incumbent vendor is specified, the solicitation suggests this is a competitive procurement to secure a new supplier for trap rock materials across multiple Northwest Missouri locations.
