About this opportunity
Queen Anne's County, Maryland is soliciting proposals from qualified firms to develop a comprehensive Transportation Safety Action Plan (TSAP) funded by a $280,000 Safe Streets for All grant from the United States Department of Transportation, with proposals due March 9, 2026.
The County will allocate up to $280,000 to engage a firm experienced in working with county jurisdictions of Queen Anne's County's size and characteristics. The scope requires a detailed, multimodal TSAP that reviews available crash data, identifies crash hotspots, evaluates crash causation, and provides site-specific recommendations to improve highway safety and reduce crash frequency and severity across State Highways, County Roads, Municipal Roads, and bicycle and pedestrian facilities. The TSAP must be substantially complete within 12 months from Notice to Proceed, with final adoption targeted by end of 2026.
The County explicitly encourages vendors to propose innovative, practical, and approvable solutions and value-added services — including advanced data analytics, pilot demonstrations, enhanced visualization tools, or other enhancements — that demonstrate added value within the available budget and enhance the plan's impact beyond base scope requirements.
