About this opportunity
The Rappahannock-Rapidan Regional Commission (RRRC), acting as the manager and fiscal agent for the Regional Transportation Collaborative (RTC), is seeking the services of a contractor to provide pre-scheduled transportation services for older adults and/or individuals with disabilities residing within Rappahannock County, Virginia. The service, funded through a Section 5310 grant awarded to RRRC by the Department of Rail and Public Transportation (DRPT), will operate four days per week for a period ending September 30, 2024, with potential for extension. The contractor will be responsible for the coordination, operations, and data collection to meet the grant's goals. Key requirements include drivers undergoing background checks, mobility center training, and dementia friendly mental health first aid training. The contract start date is anticipated to be in January 2024, with flexibility to accommodate the award, driver recruitment and training, and capital acquisition. The service may cross county lines to accommodate the lack of available medical and other services in Rappahannock County, with common destinations including Fauquier, Culpeper, and Warren Counties. The service will primarily be pre-scheduled, with some on-demand coordination. Fuel reimbursement will be based on mileage, and extensive driver training is required beyond PASS certification to support vulnerable individuals. The RFP allows for the use of up to $35,000 of the project total for capital expenses, such as the purchase of a new vehicle no older than a 2020 model, or a used vehicle no older than a 2004 model if the capital costs are bundled in the cost per hour.
This contract opportunity is open to all qualified transportation providers, with no set-aside designations or restrictions on the types of organizations that can respond. The total amount expended for this project will not exceed $90,000, with funding provided via monthly reimbursement. Eligible expenses include reimbursed fuel, maintenance and repairs, vehicle insurance, and ride provision liability insurance. The contractor will be selected based on criteria such as experience, personnel, safety, vehicle requirements, proposed schedule, and organizational capacity.
