About this opportunity
The City of Norwalk's Department of Public Works has issued a Request for Proposal (RFP) for transportation and disposal services of yard waste materials to Connecticut Department of Energy and Environmental Protection (CTDEEP) permitted composting facilities. The procurement seeks qualified contractors to handle the daily hauling of brush, leaves, logs, stumps greater than six inches in diameter, woodchips, and storm/disaster debris from the Norwalk Public Works Center Yard Waste Site located at 15 South Smith Street. The City conducts seasonal curbside pickup four to five times annually from April through December, plus two Christmas tree pickups in January, with estimated annual tonnage of approximately 1,800-2,500 tons of brush, 4,000-5,000 tons of leaves, and 800-1,800 tons of logs, stumps, and woodchips, excluding storm debris. Trailers will be loaded Monday through Friday (with possible Saturday emergency loading) between 7:30 a.m. and 2:30 p.m., and contractors must provide 24-hour toll-free dispatch service with daily delivery of zero to ten trailers as requested, with no overnight storage permitted. Required qualifications include current permits and licenses for waste transportation and disposal, CTDEEP permits to accept all specified yard waste streams at composting facilities, and a City of Norwalk Solid Waste Permit obtained at contractor expense prior to contract execution. The contract term is four years (Fiscal Years 2026-2030) with two optional one-year extension periods (FY 2030-2032), contingent upon satisfactory performance. The deadline for questions is April 9, 2026 at 2:00 p.m., electronic proposal submissions are due April 14, 2026 at 2:00 p.m., hard copy submissions are due April 16, 2026 at 2:00 p.m., and RFP opening is scheduled for April 16, 2026 at 2:00 p.m.
Pricing is structured on a per-ton unit basis for each waste material type with rates remaining fixed throughout the contract term and across composting facility locations, with no adjustments permitted based on estimated tonnage variance. A 10% bid bond based on total four-year contract value is required with proposal submission, and successful bidders must provide a 100% performance and labor materials bond prior to contract execution. Comprehensive insurance coverage is mandatory, including workers' compensation, commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000), umbrella/excess liability ($5,000,000), and environmental/pollution liability ($1,000,000). Monthly invoicing with supplemental reporting including weigh tickets from both the City's scale and receiving facilities is required, along with an annual Excel report detailing volumes by waste type due within 15-30 days following the June 30 fiscal year-end. Failure to supply requested vehicles results in a $500 fine per truck. The RFP does not specify any set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or specific budget ranges; however, the per-ton pricing structure and fixed annual tonnage estimates (totaling approximately 6,600-9,300 tons annually) will determine the overall contract value across the four-year base term.
