About this opportunity

The Elbert County Board of Commissioners in Georgia is soliciting sealed proposals for transportation and disposal services for its Solid Waste Transfer Site under a competitively bid procurement. The primary services required include the collection, transportation, and disposal of approximately 75 tons per day of municipal solid waste (MSW) generated by the county. The selected vendor must provide all transportation equipment, including trailers, and manage the complete disposal process at a state-certified landfill facility. The per-ton fee quoted by proposers must be all-inclusive, encompassing transportation costs, disposal tipping fees, and all federal, state, and local government-imposed fees. The transfer site operates five days per week, and the successful contractor must ensure compliance with all applicable environmental and waste management regulations. The contract is scheduled to commence on July 1, 2026, with an initial term of one year and two optional one-year renewal periods. The deadline for submission of sealed proposals is April 9, 2026, with the posting date of March 16, 2026.

The solicitation documents do not specify any set-aside designations, disadvantaged business enterprise (DBE) requirements, or restrictions limiting the types of organizations eligible to respond. No incumbent vendor information, current contractor details, or references to required infrastructure or technology integration have been provided in the available procurement documentation. The award value is contingent upon the per-ton fee quoted by the selected vendor and the actual tonnage disposed during the contract period; however, based on the 75 tons-per-day volume and 260 operating days annually (52 weeks × 5 days), the annual contract value could range significantly depending on the competitively bid disposal and transportation rates submitted by proposing vendors.
