About this opportunity
The Materials Innovation and Recycling Authority (MIRA) of Connecticut is seeking proposals for the transportation and disposal of Municipal Solid Waste (MSW) through a Request for Proposal (RFP 22-OE-02v2) focused on out-of-state landfill disposal. The procurement seeks a vendor capable of managing up to 430,000 tons of MSW annually for a contract period of up to five and one-half years, commencing as early as January 1, 2022. This RFP is specifically targeting remote out-of-state landfill or disposal facilities, with a companion RFP addressing nearby regional resource recovery and transfer facilities. The solicitation opened on June 19, 2021, with proposals due by August 25, 2021, at 3:00 PM EDT. A vendor question and answer period is scheduled from June 19, 2021, at 8:15 AM EDT through July 9, 2021, at 3:00 PM EDT, during which potential bidders can seek clarification about the RFP requirements. The procurement is part of a larger strategic effort by MIRA, which also includes a planned third RFP for transfer station operations, maintenance, and optional redevelopment. Interested vendors can find complete details and submission guidelines on MIRA's website, with contact information provided for Roger Guzowski for any additional inquiries.
The RFP does not specify any set-aside designations, disadvantaged enterprise requirements, or restrictions on the types of organizations that can respond. No incumbent vendors or current contractors are mentioned in the documentation. The solicitation is open to all vendors and does not outline specific evaluation criteria or scoring mechanisms for proposal assessment. While the total estimated contract value is not explicitly stated, the scope involves transporting and disposing of approximately 430,000 tons of municipal solid waste annually, suggesting a significant potential contract value. The documentation indicates two addenda have been issued for this solicitation, though their specific contents are not detailed. Payment terms are listed as unspecified, and no information is provided about potential contract renewal options or integration requirements with existing infrastructure or technology. Vendors interested in responding must carefully review the full RFP documentation available on MIRA's website to understand the complete scope of work and submission requirements.
