About this opportunity
The Town of Groton, Connecticut, located in New London County, is seeking proposals for RFP 24-22, which solicits services for the transportation and disposal of liquid sewage sludge and scum. The procurement is structured as a Request for Proposal (RFP) that will be publicly opened and read aloud on May 17, 2024, at 2:30 PM EDT at the Office of the Purchasing Agent, located at 45 Fort Hill Road, Groton, CT 06340. Vendors must submit sealed proposals on furnished forms that comprehensively address the transportation and disposal requirements for liquid sewage sludge and scum. The contract period will run from April 1, 2024, through May 17, 2024. Supporting documentation includes exhibits providing a six-month history of sludge characteristics and detailed sludge analysis reports, which will help vendors prepare appropriate proposals. The contact person for questions is Karl Klein, who can be reached at 860-441-6681 or kklein@groton-ct.gov. Proposals must be submitted in a sealed envelope clearly marked "RFP 24-22 Transportation and Disposal of Liquid Sewage Sludge and Scum" and will be receipt-stamped upon delivery.
The RFP does not specify any set-aside designations, disadvantaged enterprise requirements, or restrictions on the types of organizations that can respond. No incumbent vendor information is provided, and there are no explicit details about existing infrastructure or technology integration requirements. The solicitation appears to be open to all vendors, with no line item specifications or estimated total contract value disclosed. Payment terms are to be specified by the vendor, and delivery is designated as Free On Board Destination. The Town of Groton assumes no liability for postal service delays, and the receipt stamp date will prevail over any postmark date for mailed proposals. While the RFP includes extensive documentation about sludge characteristics and analysis, it does not outline specific evaluation criteria or provide insight into how proposals will be scored or selected.
