About this opportunity

The City of Norwalk's Department of Public Works is issuing a Request for Proposal (RFP) for the transportation and disposal of street sweepings and excavated materials. The procurement seeks a single-source vendor to transport and dispose of approximately 1,000–2,500 tons annually of street sweepings/catch basin grit, 1,000–2,000 tons of excavated materials, and 500–1,000 tons of broken structural concrete on a weekly basis to Connecticut Department of Energy and Environmental Protection (CTDEEP) licensed and permitted facilities. An optional bid item includes transportation and disposal of granular material (Speedy Dry and/or Sand) at approximately 100–500 pounds annually. Materials will be loaded Monday through Friday, and in emergency situations on Saturdays, between 7:30 a.m. and 2:30 p.m. at the Norwalk Public Works Center (15 South Smith Street, Norwalk). Contractors must submit unit pricing per ton for each material type with fixed pricing throughout the contract term, obtain all required permits and licenses including City of Norwalk Solid Waste Permits prior to contract execution, provide daily contractor-supplied trailers with a 24-hour toll-free dispatch number, and supply daily reports and invoices with weigh tickets in PDF format. Required qualifications include a minimum of three similar project references, proof of financial stability, and environmental liability insurance of $1,000,000 per claim and aggregate. The evaluation criteria are weighted as follows: extent and level of proposed services (30 percent), qualifications and experience (20 percent), project team expertise (20 percent), responsiveness and thoroughness (10 percent), years in business and financial stability (10 percent), client references (5 percent), and proposed fees (5 percent). Electronic RFP submissions are due April 15, 2026, at 2:00 p.m., with hard copy submissions due April 17, 2026, at 2:00 p.m.; the deadline for questions is April 10, 2026, at 2:00 p.m., and RFP opening is scheduled for April 17, 2026, at 2:00 p.m.

The contract term is four years (FY 2026–2030) with two optional one-year extensions (FY 2030–2032), for a potential total of six years. A 10 percent bid bond is required with the proposal, and a performance bond equal to 100 percent of the annual contract value is required upon award for contracts exceeding $50,000. No incumbent contractor is identified in the RFP. The procurement is subject to Connecticut's Living Wage Ordinance requirements, and no set-aside designations for disadvantaged enterprises are specified in the available documentation. The City reserves the right to reject any or all proposals. No specific budget range or award value is listed; however, the performance bond requirement of 100 percent of annual contract value suggests the annual contract value will likely exceed $50,000. Selection is scheduled for April 2026, with Common Council Committee and Common Council reviews scheduled for May 2026.
