The scope covers occupational footwear for approximately 30 transit supervisors across multiple categories: duty shoes, slip-resistant shoes, athletic-style work shoes, and optional safety and waterproof footwear. All items must be available in men's and women's sizes with standard and wide width options. The vendor must provide sizing assistance, online ordering capabilities, exchanges for sizing issues, warranty claim processing, and delivery to designated RTA locations within 14 calendar days of order receipt (10 business days for replacements). Shipping is FOB destination at vendor expense and included in the firm-fixed price.

The contract term is 36 months with optional extension by written notice if RTA provides at least 30 days' advance notice before expiration. Pricing must be firm for the entire contract term and submitted on the RTA's quote form for each footwear category across all three years. Quantities are estimates with no guaranteed minimum or maximum purchases; the RTA reserves the right to increase or decrease the number of participating employees during the contract term.

Quoters must submit company profiles, product catalogs, warranty and return/exchange policies, professional references, SAM.gov exclusion verification, debarment and suspension certifications, and proof of insurance. The RTA requires comprehensive insurance coverage including Commercial General Liability ($1 million per occurrence / $2 million aggregate) and Commercial Auto Liability ($1 million combined single limit), with the RTA named as additional insured. Payment terms are net 30 days after delivery with proper invoices. The RTA is tax-exempt and will not include taxes in quoted prices. Federal Transit Administration required clauses addressing civil rights, equal employment opportunity, DBEs, debarment, environmental protections, and federal compliance apply.
