About this opportunity
The Commonwealth of Kentucky Transportation Cabinet Division of Purchases is requesting bids for 300 transformer bases conforming to AASHTO Standard Specifications for Structural Supports for Highway Signs, Luminaires and Traffic Signals (sixth edition), with bids due July 21, 2026 at 1:30 p.m. Eastern Time through the Kentucky Vendor Self Service electronic procurement system.
Each base measures 17 inches high with a 15 by 15-inch square bottom and 12 by 12-inch square top, featuring a trapezoidal aluminum or stainless-steel door with theft-deterrent security features, grounding provisions, galvanized hardware, and a 4" by 6" Arc Flash Warning sticker. Delivery must occur within 15 weeks from order date; bids exceeding 105 calendar days are non-responsive. Delivery time must be explicitly stated; vague terms such as "as required" or "prompt" render bids non-responsive.
The initial contract period runs from award through July 31, 2027, with four optional one-year renewal periods available. All prices are firm for the first 12 months; price increases thereafter require written justification based on industry-wide changes and approval from the Division of Purchases. Pricing is F.O.B. Destination Freight Prepaid and Allowed. Late deliveries incur penalties of 1% per day deducted from invoices.
Awards will be determined on a best-value basis using a 95-point price criterion and 5-point delivery criterion, with the lowest-price bidder receiving maximum points and subsequent bidders scored proportionally. Questions are due July 7, 2026. The anticipated award date is August 1, 2026.
Bidders must be registered in the Commonwealth eProcurement System and submit responses electronically. Required submittals include completed bid information, required affidavits regarding campaign finance compliance and resident or qualified bidder status (if applicable), product literature, and a Certificate of Insurance evidencing Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate. The Commonwealth reserves the right to reject all bids or cancel the solicitation.
