About this opportunity
The Kentucky Transportation Cabinet Division of Purchases, on behalf of the Division of Traffic Operations, is soliciting bids for a supplemental master agreement to procure 20 transformer bases. The specified units must conform to AASHTO Standard Specifications for Structural Supports for Highway Signs, Luminaires and Traffic Signals, sixth edition with current interims, with dimensions of 17 inches high, 15-by-15-inch square bottom, and 12-by-12-inch square top, featuring a trapezoidal aluminum or stainless steel door with theft deterrent security devices. Each base must include a 4-by-6-inch Arc Flash Warning sticker, grounding provisions, galvanized hardware, and mill test reports on connecting bolts; all items must be new and in first-class condition. Bidders must submit responses exclusively through the Kentucky Vendor Self Service system at https://vss.ky.gov by April 2, 2026, at 1:30 p.m. Eastern Time, with a tentative award date of April 13, 2026. Evaluation will be based on best value scoring with price weighted at 95 points and delivery time weighted at 5 points, with the lowest-priced bidder receiving maximum points. Written questions were due by March 24, 2026, with responses issued by March 26, 2026. Bidders must specify delivery within 105 calendar days maximum or face rejection as non-responsive; the contract specifies delivery within 15 weeks from order date, with late deliveries incurring a one percent daily penalty. Pricing shall be quoted F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all freight charges and claims. The initial contract period runs from award through April 30, 2027, with four optional one-year renewal periods available.
The current holder of the Lighting Pole Master Agreement is explicitly excluded from bidding, as this supplemental agreement was established solely to address excessive delivery delays from the primary contractor. Qualified bidders, including Kentucky Correctional Industries and nonprofit agencies serving individuals with severe disabilities, are eligible to receive preference equal to 15 to 20 percent of maximum points, and Kentucky resident bidders may receive reciprocal preference. Bidders must register with the Commonwealth eProcurement System and submit a notarized Required Affidavit affirming compliance with campaign finance laws, along with appropriate supporting affidavits for those claiming resident or qualified bidder status. Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate is required, with the Commonwealth listed as Additional Insured; Automobile Liability Insurance of $1,000,000 combined single limit is required if the contractor provides delivery. All bidders must complete a Required Affidavit regarding Artificial Intelligence disclosing any use of generative AI in contracted work and confirm adherence to CIO-126 Artificial Intelligence Policy. The solicitation documents do not specify an explicit award value or budget range; however, pricing will be determined through competitive bidding, with the contract value dependent on the number of units ordered and the winning bidder's quoted price per unit.
