About this opportunity
The Connecticut General Assembly Joint Committee on Legislative Management is soliciting proposals under RFP JCLM26REG0007 for transcription services covering legislative proceedings, with proposals due November 12, 2026 at 12:00 p.m. ET by email to CGAContracting@cga.ct.gov. Respondents must be established transcription services companies with at least five years of experience and must maintain a transcriptionist pool with at least five years of experience, both mandatory requirements.
Addendum 4, posted October 31, 2026, supersedes the October 23, October 29, and November 5 proposal deadlines set in Addenda 1 through 3. The October 2, 2026 question deadline has passed. The CGA will publish amendments and written question responses on the DAS State Contracting Portal by November 5, 2026 at 5:00 p.m. ET. The contact is Sandra De La Cruz, 860-240-0124, Sandra.DeLaCruz@cga.ct.gov.
The awardee will transcribe House and Senate Regular Sessions, Special Sessions, Veto Sessions, Technical Sessions, Public Hearings, and Listening Sessions. The process is paperless: the CGA supplies audio in .M4A or .WAV, and transcripts are returned in Office 365 Word (.DOCX). Turnaround is ten business days for standard transcripts and Public Hearings, seven business days for revised transcripts, and 24 hours for rush requests. Proposals must describe transcription procedures, formatting, quality control, technology, and staffing qualifications, and must include proof of authorization, certification forms, a campaign contribution certification, contract compliance documentation, a vendor profile, and a W-9.
Evaluation weighs price, turnaround capability, quality control, formatting, technology, and professional experience and references. Pricing is submitted as cost per page for fixed-price transcription and rush requests, and no minimum or maximum order quantities are guaranteed.
The contract runs from execution through December 31, 2031, with renewal options for additional terms not exceeding the original term length. Funding is contingent on availability. Payment is based on the page count the CGA determines, not the contractor's count. The CGA retains ten percent of invoices for House and Senate session transcripts completed through June 30 each year until corrections are verified. Liquidated damages of 25 percent of total billed amount apply to late deliveries. Invoices are submitted bi-weekly and paid 45 days in arrears under Connecticut General Statute 4a-71, or 25 days in arrears for certified small contractors or minority business enterprises. Pricing cannot escalate during the term, consumables and shipping must be included in pricing, travel is not reimbursed, and delivery terms are Free On Board Destination.
