About this opportunity
The California Department of Community Services and Development (CSD) has issued Request for Proposal 2016-RFP-44 seeking a highly qualified contractor to provide comprehensive training and technical assistance for energy weatherization programs. The procurement targets technical services, research, project development, training coordination, and field training for CSD's Local Service Provider Network, covering multiple programs including Low-Income Home Energy Assistance Program (LIHEAP), Weatherization Assistance Program (WAP), Low-Income Weatherization Program (LIWP), and Lead-Based Paint Hazard Control Program. Proposers must demonstrate at least three years of residential housing improvement consulting experience, two years of weatherization training experience, and comprehensive knowledge of California building codes. The RFP requires the contractor to provide statewide coverage across 40 Local Service Providers, with an emphasis on understanding and implementing new standards and technologies. Key proposal deadlines include submission by February 19, 2016 at 5:00 PM, with bidder interviews scheduled between February 29-March 3, 2016, and final award notification on March 4, 2016. Contractors will be evaluated based on their technical expertise, training capabilities, and ability to support CSD's weatherization objectives.
The procurement includes specific set-aside and preference designations, with opportunities for Small Businesses, Target Area Contract Preference Act participants, and Disabled Veteran Business Enterprises. Notably, any current or future contractor providing Quality Assurance Weatherization Inspection (QAI) services is explicitly ineligible to submit a proposal, ensuring competitive separation between technical assistance and inspection roles. The contract has a maximum budget of $4 million over a three-year term (July 1, 2016 through June 30, 2019), with pricing structured around two hourly rates based on task complexity and a daily rate for field training services. These rates must comprehensively cover all associated costs, including travel, per diem, overhead, and profit. The contractor will be required to provide detailed technical services that support CSD's network of Local Service Providers, with a focus on implementing energy weatherization standards and emerging technologies across California's diverse residential housing landscape.
Opportunity text
CSD is looking for a highly qualified Contractor to perform technical services, research, and project development to CSD in support of its Local Service Provider Network. The Contactor will also provide training coordination and conduct field training for the weatherization services staff of Local Service Providers, and for the staff of a separate contractor providing Quality Assurance Weatherization Inspection (QAI) services. The QAI contract is awarded by a separate procurement process, and any current or future contractor (or affiliates) providing services for CSD under a QAI contract is ineligible to submit bids or proposals for this Training and Technical Assistance procurement. The Scope of Work, Item 2. below, provides more detail on the type of training and technical services to be performed. It is expected that proposers would have knowledge and experience with weatherization and local building codes, have knowledge of the aforementioned state and federal standards, policies and applicable laws and have the ability to assist CSD and Local Service Providers in understanding and implementing relevant new standards and technologies.
