About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, acting on behalf of the Department of Agriculture, Conservation and Forestry, is seeking competitive quotations for the purchase of five (5) Haulmark Model # GRALX714T2 trailers through a Request for Quotation (RFQ). The trailers must feature 2026 model year specifications including a V-nose design, aluminum frame and exterior panels, minimum 16-foot interior length, 84-inch interior width and height, ramp rear door, tandem axles with electric brakes, 15-inch diameter wheels, D-ring tie downs, and recessed E-track. Quotations must be submitted through the State of Maine's electronic procurement system (Advantage Vendor Self Service) no later than 4:00 p.m. Eastern Standard Time on Wednesday, May 27, 2026. All quotations must include manufacturer literature documenting specification compliance, warranty information, and identification of a factory-authorized Maine service facility capable of providing warranty work and basic maintenance. Pricing must be quoted on a Free on Board (FOB) Destination basis, including all shipping charges to the DACF Bolton Hill Facility in Belfast, Maine, with the State exempt from federal, state, and local taxes. Award will be made on a best value basis considering price, delivery timeline, and specification compliance, with the State reserving the right to make one award, multiple awards, or no award. All bid pricing and terms must remain firm for 180 days from the bid opening date.
The RFQ documentation does not specify any set-aside designations or restrictions limiting participation to particular types of organizations or disadvantaged enterprises. No incumbent vendors or current contractors are identified in the procurement materials. Vendors may submit equivalent items to the specified Haulmark model with proper documentation, subject to final equivalency determination by the requesting department. Vendors must provide a minimum of three business days' prior notification before delivery, and delivered items will be inspected upon receipt with unacceptable shipments refused and returned at the vendor's expense. The procurement documents do not disclose an estimated budget range or award value for this purchase.
