About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, on behalf of the Maine Department of Transportation (MaineDOT), is requesting quotations for two tilt bed split-deck tag-along trailers with a 12,000-pound payload rating, with quotations due December 6, 2021 at 4:00 p.m. Eastern Standard Time via the AdvantageME Vendor Self Service electronic procurement system.
The trailers must feature a minimum 16-foot tilt bed length, 4-foot stationary front deck, 2-inch hardwood decking, tandem axles, electric brakes, and an 11-degree tilt angle, designed for transporting skid steer loaders and accessories. Heavy-duty commercial-grade construction is required. Delivery is to Augusta, Maine, with delivery timeframe factored into the award decision.
The State intends to purchase two units during the initial contract period, with the option to negotiate additional units at the bid price for six months following award. Pricing must be submitted on an FOB Destination basis with all shipping charges and delivery costs included. The State is exempt from federal, state, and local taxes. Payment terms are net 30 days following equipment acceptance, receipt of title and required documentation, and invoice submission. Bidders must guarantee a 180-day price hold from bid opening.
Submission requirements include debarment certification, specification compliance attestation, warranty details with defined coverage and components, preventative maintenance schedules, and identification of service facility locations within 75 miles of five Maine regional headquarters (Scarborough, Augusta, Dixfield, Bangor, and Presque Isle). The successful vendor must provide factory-trained and certified personnel for training within eight weeks of delivery and submit monthly progress reports during assembly.
The State reserves the right to reject any or all bids and to award based on best value rather than lowest price, particularly if the lowest bidder has documented poor performance or prior contract terminations within the past five years.
