About this opportunity
The State of Michigan Department of Military and Veterans Affairs, on behalf of Camp Grayling Joint Mobilization Training Center (JMTC) in Crawford County, is soliciting proposals for the procurement of two brand-new trail snowmobiles through Request for Quotation (RFQ) #18000000263. The procurement requires two 500-600cc trail snowmobiles of model year 2017 or 2018, equipped with electric start, rear rack, reverse gear, wide track, two-seater or long-track configuration, and heated handguards, along with two large full-face helmets with clear shields and under-seat storage. The snowmobiles will be utilized by Camp Grayling personnel to inspect and close approximately 47 gates and check fencing in range fan areas inaccessible by motor vehicle. Delivery must be completed within 60 calendar days of order placement to Camp Grayling JMTC at 1000 M-93/Howe Road, Building 545, Grayling, Michigan 49738, and must include setup and delivery services. Bidders must be authorized dealers or direct manufacturers and must submit complete specifications with pictures, with the option to submit alternate bids with clear variance descriptions and supporting literature. The Request for Proposal was issued on December 26, 2017, with a proposal submission deadline of January 19, 2018, at 3:00 p.m. Eastern Time; written questions must be submitted by January 8, 2018, with answers posted by January 9, 2018, on www.michigan.gov/SIGMAVSS. The State will evaluate proposals based on best value criteria, which includes experience, responsiveness, and pricing, with no obligation to accept the lowest price proposal, and reserves the right to conduct on-site facility visits, oral presentations, interviews, reference checks, and background checks during the evaluation process.
While no specific set-aside designations for disadvantaged enterprises are mentioned in the solicitation documents, the State will consider qualified disabled veteran (QDV) status under MCL 18.1261(8) and overall economic impact factors including Michigan employment, capital investments, and job creation as part of its evaluation. A mandatory minimum requirement exists for bidders to be an Authorized Dealer or Direct Manufacturer of the specified items, and all bidders must certify compliance with abusive labor practices prohibitions, Michigan business tax requirements, Iran-linked business restrictions, environmental standards, and State tax payment obligations. Pricing must remain firm for 365 days from contract start, with adjustments permitted only upon documented evidence of actual cost changes reviewed by both parties over a 30-day period. All payments will be made via Electronic Funds Transfer (EFT) to registered vendors, and all prices are inclusive of taxes, with the contractor responsible for all sales, use, and excise taxes. The contract documents do not specify an overall award value or budget range; however, contractors must provide comprehensive pricing for the two snowmobiles, two helmets, and all delivery and setup services, with the option to offer quick payment discount terms. The solicitation manager is Elizabeth Noffsinger, reachable at 989-344-6190 or noffsingere@michigan.gov.
